Proposition 137 would designate all sales taxes from sporting goods for conservation. This is a popular idea, but it restricts the ability of our legislators to allocate funds according to the needs of Colorado when our state is facing a budget crisis and loss of federal funds.

While conservation is an important cause, this initiative removes the ability of our elected representatives to react and respond to the budgetary needs of our state. If all revenue is allocated, there will be no money available in the general fund for new issues or emergencies. 

In general, earmarking should be avoided except when absolutely necessary and on a limited basis.
