While conservation is an important cause, this initiative removes the ability of our elected representatives to react and respond to the budgetary needs of our state. If all revenue is allocated, there will be no money available in the general fund for new issues or emergencies. 

In general, earmarking should be avoided except when absolutely necessary and on a limited basis.
