Proposition 133: Penalties for Human Trafficking of a Minor

Proposition 133 would mandate life in prison for child sex trafficking.
Human trafficking is horrific and should be punished. But, this measure is not expected to meaningfully reduce the prevalence of child sex trafficking and may instead lead to harsh punishments for victims forced to traffic others.
Victim advocates have stressed the importance of explicit protections for victims who may be forced to participate in criminal acts.
Furthermore, judges, not lawmakers or voters, should determine an offender’s sentence. This measure takes away discretion from legal professionals who are intimately acquainted with cases and are better able to thoughtfully assess facts and culpability.
